Is it just a saying? Or an actual problem? I don't know, but if it is a problem, I would assume its some sort of OCD maybe?

It is a problem if people get offended and you get beaten up regularly over this.

You just have to do it in a non-threatening way, of course. A writing teacher used to say that staring isn't rude it is studying- similar to what an art student answered you.

As an artist...I find myself sometimes staring at people..not meaning to, but just studying their faces..I read a lot and wonder how they got to look the way they do..but i don't think it is a 'condition '...lol

Staring is normal. It is not a problem. Don't worry. Everything is normal.

well some people are offended by other's when they stare at them.It's common for people to say wtf you starring at *****.The get all offensive about it.Be yourself apparently who care's if you stare it's not bad...We have to stare at something.Unless you gonna walk around with your eye's shut..
