That's what's called selling "Indulgences." Used to be just a piece of paper back in medieval times, like a "ticket". For a few shillings or whatever you could buy your way through the Pearly Gates. Or buy one for your dearly departed mother, whatever. The priests didn't care. Money talked. It wouldn't surprise me that that's exactly what some pederast priest promised some altar boy.

-they aren't God so they can't promise you heaven or hell
My guess is that this priest guy is trying to use religion to get something out of you. No one can promise you heaven or hell except God himself.
