She is likely coming in 'heat'..they often behave in this way when the estrous is approaching..This is the time of year when the most dogs come in heat...Fall and Spring..

You are the proud owner of an adult alpha-*****! That isn't a joke or a putdown; dogs with strong leadership traits use raising their leg & spraying as a sign to the other animals in the area that it is THEIR territory. It is mostly done by males, but some well-adjusted strong-minded females also do this. My middle son's female rottie has lifted her leg, & even "rides" other dogs, both male & female, to display her dominance. Good Girl, good girl!

She thinks she is a tough little girl, is delighted to be in charge of you, and is marking her territory so other dogs will leave you alone and know that she is protecting you.
It has nothing to do with her being spayed. We have ten females here at the shelter, all spayed, and two of them have a "bad girl" complex, wanting to be alpha females. Both lift their leg to pee, and both hump the other dogs, male and female. Delicately put, it's their way of saying "screw you, I'm in charge." Both are extremely determined to protect us, and if banned from the office or the house, will sleep right outside the closed door.
This may sound a little nutty unless you've seen one of these dogs in action before. We've had our shelter over 20 years, and ever so often, we'll get one of these little dogs. It always seems to be a smaller breed, pretty aggressive, determined to be in charge. We accept them as they are (while curbing the aggressive behavior as much as possible).
We also have two one-year-old males, brothers, who still squat to pee and are very passive. I would not attempt to analyze trans-gender or bisexual tendencies in creatures--we love them the way they are :-)
Naturally, as an overloaded shelter owner, I urge you to get her fixed, but be advised it won't stop the behavior. She's got the heart of a lion, and she is determined to protect her new home. Please appreciate her loyalty--vive la difference!

Besides the other answer, dogs in heat are amusing. They stick their hiney right up next to the male dog's nose too.

Maybe she is a he that thought she was a he, but is actually a she. A trannie dog very interesting!!!

take her to a vet, they might be able to give her pills. and give you some information on how to stop her from doing it.
