Don't know if should laugh or give advice but I did have a customer with a Uromastyx come in this week and the poor lizard had an ear infection. Lizard ears look just like bird ears.
Gently-very gently lift the feather above the ear and apply drops as directed. Out of curiosity, what kind of bird is it? I sure hope it was a bird vet that told you that.

What kind of bird do you have? Is it tame? What's wrong with it to need eardrops instead of an oral medication? More information is needed here.

Use a towel to restrain the the bird. Lightly wrap the bird in a towel, and hold her with her head out of the towel. Gently cup her head, locating the ear vent. Apply the ear drops while talkng softly to her and praising her for being still. Do the other ear. let her sit in the towel for a minute while the drops settle in and then let her go. Praise her lavishly!

Buy some cotton work gloves and hold his head while you administer the eardrops.

have someone to help you. catch the bird, hold the bear, take a torch and lift the feather to see the ear - put as many drops as instructed by the vet - then hold it down for a minute and then let go.
