it is said in brazil for happy birthday but what language is it?

The phrase would be translated to sensible phrases in both Spanish and Brazillian Portuguese. If it is said in Brazil then it makes Brazilian Portuguese and it translates to "Happy Happy birthday to you".

The Spanish translation comes to "Happy Happy Anniversary", by the way.

It may be Portuguese (that's the language in Brasil) or Spanish (meaning "happy anniversary"). But in Portuguese, it takes an accent: Feliz, feliz aniversário.

That is definately Portuguese.

In Spanish, it is feliz cumpleaños. Ignore all the people that told you it is Spanish, they are just guessing.
