Kind of depends on what you mean by "cheap". I personally am a Ghiradelli fan, and if you really want a hit of great chocolate, get a good bar of something dark, but not too bitter (60% cocoa is a nice balance). But the ultimate in chocolate is almost always considered to be Valrhona chocolate.
There are also some really great smaller chocolatiers out there, and I've found some amazing organic bars in interesting flavors. Your best bet is to hit the internet, start with the Valrhona, and then order small amounts of different things 'till you find what you like. It's kind of like wine in that your preference will dictate, and it's a complex flavor, so there are tons of variations. I'm sorry you have such a horrible task ahead of you, but good luck!

Personally I prefer Hershey's chocolate. Godiva is good if you want a filled piece. The best chocolate I've ever had is from Iceland, can't remember the name.

-Valrhorna(France), definately the best (real chocolate), unlike the other brands using excess sugars,oils and additives.
-Can be found in gourmet shops, pastry shops and online shop.
-Costs a little more but well worth it!
-Used by pastry chefs worldwide,
-They also have a chocolate school but just for proffesionals or anyone who can afford it.
-Check out the site for puchases and great recipes.
-Large variety of bars, pralines

Over the counter manufactured I'd say "Mrs Sees." But, you can't get that in New England.
Best boxed in NE is probably Russell Stover dark if you can get it fresh.
The independent candy houses make the best whereever you can find one.

it depends on where you are. godiva and dove are good chocolates, but there are a lot of specialty stores around too. my personal favorite is called Moonstruck. Its based in Portland, OR so it is easy to get.I would try looking around for chocolate cafes (they are ingenious and fun).
