You don't have to give her things just to do with baking . What you can do is byt a cane basket to make a hamper(like the kind bakeries display their wares in) cover it with a red check cloth and put thirteen trinkets in it( a Baker's Dozen) and wrap it up in a decorative manner.
If you wish you may put a packet of nuts she uses in her baking, some artificial flavors, maybe oven mitts, a spetula, or just trinkets she likes to wear or may be a nice headbandto keep the hair off the eyes.
Your friend is a luck girl that she has you for her friend. Not too many people really invest their time in thinking of a suitable gift.

Here are some of the things I have seen recently in various stores, including places like Bad, Bath and Beyond, and which I think would be very useful in the kitchen:
--Silicone hot pads, trivets, and other accessories, such as scrapers and spatulas;
--Cookie scoops in several sizes (they are like an ice cream scoop, but for baking cookies--you use the scoop to get the dough out of the mixing bowl and drop it on the baking sheet, and then all the cookies are the same size);
--Metal measuring spoons that have a self-leveling device built in, so you just scoop and flip and you have your tablespoon leveled and ready to go;
--Cooling racks that stack on top of each other so they are like shelves, allowing a lot of stuff to cool on limited counter space;
--Nice, big aprons that actually keep you clean while you are making a mess in the kitchen;
--A plastic cookbook holder that holds the book upright and open to the right page for easy reference, but which also keeps the page clean;
--Cool, ergonomic doodads, from can openers to garlic presses to measuring spoon sets.
You say your funds are limited, which makes me wonder about something. Is your time limited, as well? The reason I ask is because I have made custom-made cookbooks for some people, and they have been wildly popular. It takes about $20-$30 in materials, and about 2 hours of time (but you could do it successfully spending less money and taking less time), but I have made them for several cooking and baking enthusiast, and they have really gone bonkers about them. The cool thing is they actually use them. I won't bore you with details, but if you are interested, send me a mail through this site, and I will tell you how I do them.
The main thing to remember is that your friend will probably be very happy with anything you get her. I know the whole "it's the thought that counts" thing is overused, but I really do think it's true.

Molten Lava Cakes
6 (1-ounce) squares bittersweet chocolate
2 (1-ounce) squares semisweet chocolate
10 tablespoons (1 1/4 stick) butter
1/2 cup all-purpose flour
1 1/2 cups confectioners' sugar
3 large eggs
3 egg yolks
1 teaspoon vanilla extract
2 tablespoons orange liqueur
Preheat oven to 425 degrees F.
Grease 6 (6-ounce) custard cups. Melt the chocolates and butter in the microwave, or in a double boiler. Add the flour and sugar to chocolate mixture. Stir in the eggs and yolks until smooth. Stir in the vanilla and orange liqueur. Divide the batter evenly among the custard cups. Place in the oven and bake for 14 minutes. The edges should be firm but the center will be runny. Run a knife around the edges to loosen and invert onto dessert plates.
I would make this dessert for her birthday with the baking dish as her gift along with this recipe from Paula Deen's show. I absolutely love her and all the foodnetwork shows. foodnetwork.com has recipes that are printable and you can make a homemade cookbook with them and insert photos of her actually baking if you have any. lots of luck and happy birthday to your friend

A couple of really good ingredients could be great. Like fancy chocolate. vanilla or other flavors can be expensive too, so maybe a gift basket of flavors. Also, there are tons of different shapes of silicone (pizza pans, muffin cups, round, square, rectangle, heart, and more) so maybe revisiting bakeware could turn out to be a good thing.
Movies: a subscription to one of those Netflix or Blockbuster clubs where you get the movies mailed to you
Scrapbooking: Find a scrapbooking event to send her to (those types of stores have party type things sometimes) or a bunch of stickers/papers/etc for a theme you know she's excited about. Try ebay. I found a 1910 original scrapbook from London for a friend who just returned from a trip to the UK. It cost about 15 bucks and was a great find. I was just looking for British stickers!

Some really cool cookie cut out forms or some that are holiday ones, if u find some holiday ones sometimes they are hard to come by. Also what is cool that doesnt take up alot of money is a flower sifter. This thing comes in handy so u dont get clumps in your dough. Maybe an egg seperator. Just look for some cool things at the stores. I am sure you can find something.

I LOVE to bake and I can honestly say that you can never have too many cookbooks. I have over 100! But, if you truly don't want to go that route, think about what she likes to bake. If she likes to bake cakes then you can get her a mold or maybe a decorator's kit. You can also go with a nice cake plate (display set) or server set.

At first I was going to say cook books or baking tins but this has already been covered by you. Ok this may sound silly be I love to bake but hate not having ingredients I would buy a gift basket or make it your self and add ingredients in there spice's flour caster sugar things like that. trust me you can't have to many things like this but use it a lot.

and i love to get something which is useful for my baking.
since u'hve quoted that u have only limited funds.. well thats fine so then you can gift some cute bakiery items..
here is my suggestions u can choose any one of ur budget or ur desire.
1)different shaped tart cutter
2)cookie cutter
3)icing bag with nozzles
4)a heart shaped baking tray or any cartoon shaped baking tray or the birth age number tray
5)a small egg hand beater or else if u can u can gift her a small cake making machine.
she is lucky to have u as ur friend. i'm a mad girl of baking.

If she does not already have Silpat sheets - one of those is a great thing many bakers do not go out and get for themselves. Or if she gives her baking away, you could make her some laser printed "From the Kitchen of" labels to put on her baked gifts.

Get her a baking class or classes. It may not be expensive and it would be really rewarding for her to use and learn more about the art and skill required in baking.
