All of the above, but my number one is spinning. My ideas? Try to do 200 minutes of cardio a week. Remember fat does not turn into muscle, so you need to lose your fat while putting on muscle. Work hard, but don't over 60 minutes at a time. Do planks and other abs exercises on alternate days.

On training days, do 5-10 minutes of cardio to warm up, then do your weight training. Do 30 to 60 minutes more of cardio, then go home.

The best time to eat is just after your workout within an hour when your metabolism is raging. For your muscles, incorporate some isolated soy protein or whey protein. Whey is more potent but the soy tastes better!

Don't look at your scale as the be all and end all, but get a measuring tape to check your progress, and that will show more tangible results.

Read magazines like Shape, Womens Fitness, Fitness, etc to get tips and to stay motivated.

Good luck and stick at it. This plan has lost me 20 lbs in 12 weeks so far, just go for it!

If you're most concerned about how your legs look, then you want exercise that will build long, lean muscles. Yoga and pilates are both great for this. For some people, spinning or biking can build muscles that look bulkier. The same can be true of stair climbing machines.
You'll also need to look at fat reduction if you want your beautiful new leg muscles to show. Cardiovascular exercise, and a healthy diet (cut down on refined sugars, flours, fats and eat more veggies!) will help here.
But here's a radical thought: what if you don't focus on how your legs look and just go with exercise and food that makes you feel good? If you just keep paying attention to how what you do and eat makes your body feel, you will start a process that will make you healthier, happier and also give you a body that looks good!

Do lunges, they work so well. Also any cardio will develop lean muscle instead of bulky muscle. I swear by the step machines. But they have to be the ones with the moving stairs non of those other ones. You can burn so many calories on those things, plus get killer legs and a nice but while you are at it :)

Try squatting against a wall. When you are watching tv do some exercises during commercials. Grab a heavy book and hold it and do lunges accross the room during every commercial break.

leg press,, preferably decline position,, provides the most stability for best leverage,, ie best form with most weight,,, form is most important always,, 12 - 15 repsto positive muscle failure,, for general fitness goals (toning),, squats are also great especially for full body development,, but i like the press for legs,,

running,jogging,skipping and above all swimming are the best exercises to have those beautiful toned legs.

Go to any mountainbike race or road rally. Look at the legs on all the bikers. I am sure you will agree, biking is the way to go.
