Considering that both ISPs have effectively dropped out of the dialup business and gone to providing their services for free on the WWW, you won't be seeing them do that ever again.

What you are now seeing are broadband providers such as Comcast and Verizon offering those gift cards through Best Buy for signing up for broadband service. Because of the startup costs for broadband and the premium packages they can provide, there is room for the broadband providers to offer incentives. Dialup service is a commodity, so the driver there is price, which is so low that there's no margin for giveouts like before.

I know that MSN stop doing it. They did it because they were new and they were trying to get customers into contracts. Earth link was doing it to at Fry's Electronic they stopped it also. Blessings and I hope this was helpful.
