My mother told the retarded kid that we used to live next door to that I was his best friend, and that he was welcome to come aver anytime. I hated the little bastard. My point is, his mother is maybe being nice, and he does not want to go out with you. What guy is not ready for another Gf? None, he is either gay, or not diggin' ya.

He could be embarrassed. I think you should ask him what's up with the two of you. Sometimes, some people don't want to go as far as a "true" relationship. Maybe you should be the first to make a real move. While you are with each other at school or wherever, grab his hand, give him a hug for no reason, lean on him, hold him, maybe even kiss him when you are ready. All in all, be assertive about your feelings or you may never be able to act how you truly feel.

If he wants to take you out, then he should ask. His mum obviously likes you, and would like to see the two of you together.
But he's not ready, or he has more gf's than he can handle right now.

Well, one way to check if he likes you. When you are talking to him lean towards him. If he moves back then he is more stupid than he probably looks. If he stays there or moves closer or makes a move on you.... Then he should, not always, ask you out to do something. Now if he is shy. This is one way to let him know you are interested. It is ok for a girl to ask out a guy. This just means that the girl is a Little more broader, and or the guy is a little bit shy.
This works either way. Girl to Guy, or Guy to Girl.

KEEP the FRIENDSHIP up : he says hes not ready ok but you know that he wants to be more to you, so give it time.. am not sure if he' ll be hurt if you told him that you heared that he does really talks to his mom that he wants you, more then a good friendship, but what else is there if there was no friendship?... in the next 6 months you might not have him as a lover, or yr. so be happy thats what you have is friendship, but if it does go better its because you waited on his friendship, AND GOODLUCK......

Just chill out for a while, stay friends, then ask again at a subtle moment(And by that I mean the right time.) to see how he feels, he'll prabably really appreciate that you were being patient. Andhis mom might be lying sorry.

You were up front with him, and that is good. You let him know that you're into him, so the ball is in his court. Feel free to flirt with him, be a little more touchy-feely in social situations, but nothing too obvious. He'll either come around, or he'll chicken out.

I do not think he likes you because some girl asked me out and I said the same thing and hoping that the girl will not ask me out again. Sorry to crush your hopes.
