So Columbia is the capital city of the continent discovered by Columbia and named after Washington -- ergo Washington, (the Federal property district) of Columbia
Similar to this is a province in western Canada, British (as opposed to American or other country in North America) Columbia or B.C., just north of Washington State and Idaho.

The federal district was named the District of Columbia because Columbia was a poetic name for the United States used at the time.
