I think that you might be referring to a condition called hyperlexia, characterized by early single word reading ability but poor sense of the "whole" needed for comprehension of phrases accompanied by language and social communication difficulties. Some place it on our near the autism spectrum. There are lots of resources on the web, but I had difficulty tracking down information from well-known/reputable resources online. i dont think it is a disease, but more like a neurological problem.. the message of "putting the phrase together" isnt getting to the part of the brain that breaks it down to understand.. maybe even (going to the extremes) a brain tumor.
