Good question. The flood story is as good a place as any to begin your inquiry. Also, and this is especially true in the O.T., God frequently changes God's mind. How can this be if God is perfect. One with perfect will, perfect knowledge, etc. would have no need to change one's mind about anything, nor could this God be persuaded through prayer to do anything.
Your question could also be pressed a bit deeper. If God is perfect, all knowing, all seeing, etc., then God would not be able to act within space or time (space time for the scientists out there). Action implies change, and a perfect God could not change but would simply be.
You may want to check out process theology which holds that God is not perfect and does change while evolving along with the rest of the universe. This concept seems to explain the existence of evil much better than the concept of a perfect God who gave human beings free will. In this system, evil exists precisely because God is imperfect and is not yet powerful enough nor in control of the universe enough in order to stop it. Good question, I hope this helped a bit.

God himself is perfect, however he created mankind with the ability to be free moral agents and thus make their own decisions and most times they make some pretty lousy choices.
In the case of the flood Genesis 6:6 says "and God felt regret that he had made men in the earth, and he felt hurt at his heart"
Think of the scientist that did the research work with the atoms, they may have had in their mind a "perfect" plan for how their work would benefit mankind, then it was used to make bombs! Do you think they then felt regret for what they had accomplished. You can create something and not be happy with the outcome. God created man with the ability to make decisions and the earth at that time was also full of men that were sons of the demons and they were evil and God saw a need to destroy them.
Do some research on this, read the passages in the Bible about this and you will understand more clearly.

Well, God is perfect. He created a perfect earth. It was made imperfect by someone called the devil. Even good medicines have adulterations. That doesn't deny the potency of the original. Well, whatever you will say wouldn't change the notion that he is perfect. He doesn't need you to accept it because whatever you do, He is. Example, you may say no one can answer a question in your class but if someone says he can, it doesn't change the fact that because you are saying he can't, he can't. He can and he knows it. Don't forget that He still plans on destroying the world again, this time with fire.

Its mankind according to Christianity (and Judaism, this is the old testament you are talking about), that is imperfect not God. And he didn't start all over again, those on the Ark were saved.
The evidence of the flood however only extends to a small portion of the world, and not the whole earth. You will not find this story any any other culture or religion.

That doesn't even make sense, how would that affect His perfection? Anyway He didn't start all over again, He was at the point where He was going to destroy the world all together because of how horrible it had become. Yet Noah and His family remained righteous, therefore God allowed them to live because of His mercy. Also, Satan had attempted to pollute the human race by mixing demons and humans to create a race called the nephtilim, and this had to be destroyed.

To destroy all the unrighteous humans...all except a few who were still good and righteous - Noah and his family. Because humans AREN'T perfect and they had infected the world with their sin and evil at that time. Just about the same as they do today... if not worse.
So God cleansed the earth of all the wicked and and started re-populating the earth again with the only good people who were left.

Because God gave man the freewill to screw His earth up. The people that were on the earth at the time were wicked, and the ones that weren't would be with Him the second they died. God was doing us a favor by flooding the earth... if He hadn't, imagine how horrible the earth would be today. God knows what He is doing, don't question Him about things that you cannot understand?

The flood has to do with sin, Satan, and fallen angels. Back in the pre-flood days, fallen angels took daughters of man as wives, and their off-spring were Nephelim; giant, evil hybrids; such as Goliath. The Bible says that Noah was perfect in his generations, meaning no hybrids were in his family. God caused the flood to destroy the corrupted gene pool formed from these fallen angels.

Yes God is perfect.Human being is not perfect,so he/she can be attempted by satans.God has given us a life guidance If we want to getto heaven we should obey God's instructions and God's prohibitions.But most of us can not obey it 100%,so most of us will go to hell.God gives us freedom to chose a right path or a wrong path with its consequencies.God gives us pleasant and unpleasant condition for testing our faith.God did not to want us unplesant if we obey fully to our God.But unluckily most of us disobeyed God so God gave us warning by earth quakes,floods,
storms,starving etc,because we were tempted by satans
