Should tell him how you feel. Don’t feel scare if he would turn you down. If you're too shy to approach him, what i did last time is that i call my secret admire. Sometime i wrote letter and e-mail. But i can say, talk to him in person sure has the edge and more advantage.
Love is a lasting forever thing. So take your time. and no rush. Boys look at 2 things, prettiness and good personality. You know what pretty is. Good personality is the way u act and speak and how u behave yourself, also how u conduct yourself. They often look for good qualities. This is quite a tough area to improve. In other words, if they like u, means they really like u. If not, then, don't be sad and give up like others do, maybe there's still a chance u can improve.

Girl, this is a no-brainer. From what you described, yes, he likes you. Unless your from "Desperate Housewives" and reading into his reactions. ;-) (Joking.) (A guy got his old boss to write a reference for him to get a job. The old boss wrote, "You would be very lucky if you could get this guy to work for you." see, two meanings...)
He probably hasn't asked you out because he's shy /nervous, or basically because of the fear of rejection that you might say "No". Some ppl are so scarred of rejection that they would rather not ask, and then have to go though life wondering "what if". On a third note, he might be gay... then he could still like you as a friend, but not to date. ;-)
If your interested in him, be courageous and do a Sadie Hawkins (look it up, yesh..) and ask him if he wants to meet you somewhere or carpool to a home game that you are cheering at.
(I probably wouldn't travel to an away game with him unless you've known him for some time. Just to be safe.)
Or for a first "date", invite him to come with you to Starbucks to get some tea. (Coffee may give you coffee breath, but big deal)
That way, the date is a good beginning date, fairly short, and your able to listen to each other instead of, say, a giant movie screen where you can't talk for 2 hours.
