Probably a fluttering...which would be coming from the wings. If it's a 'coo' then they're calling....but more than likely the fluttering of wings.

The sound is from the wings. The structure of the wing feathers causes a whistling sound when air passes over them. Mourning doves do have a call which has a rhythm like woo WOO woo, hoo hoo, with the second WOO ascending, but this isnt given in flight.

Mourning dove sing a beautiful soul-full tune-then whistle as they fly away (it is their wings)- I've known some men to do that-but I still love the birds.
