My ex-boyfriend wants to see me. I told him I want "all or nothing" because I don't really care to see anyone but him. He responded "I'm not dodging your question. You're very important to me." Does it not mean he can't give "all". Therefore, the answer should be taken as "nothing" and move on.

You should stand your ground with all or nothing. A guy that says you are very important to him, means he has other girls that are very important too, and none (including you) are most important. In my experience I'd say he's a waste of time. sorry.

If you're saying it's all or nothing and he isn't giving you an answer, that certainly isn't "all". It looks like it's nothing.
