I was married by an Internet minister(and a really good friend) in Arizona. I called to find out if this was legal and all they said was as long as whatever group the minister/officiant belonged to recognized them as being able to marry people, the state had no problem with it.

All he needs to do is become a minister. The easiest way to do that is to join the Universal Life Church.

I had a friend in AZ that became ordained through the Universal Life Church and he performed several marriages.

You can actually do it online. You don't even need to become a member of any church. Do a Google search on "ordination", and you should find a few sites where you can get the legal status in about 15 minutes.
