To my knowledge there are two different ways.
East Coast and mid states usually count all point 1.5 " and longer. Say a deer had horns that had 4 points on each side, they would call that a 8 pointer.
Where as the west coast states would say that same deer is a 4 X 4. They count the points on each side separately. This is why is some magazines you may see a deer listed as a 5 x 4. With Elk each side is always counted separately. Hope that helps.

Count the total points on a deer rack. For example a 9 pointer would typically have 4 points on one side and 5 on the other. A spike buck is a two pointer.

I was taught that if you can hang a ring on it, it's a point.
Having said that, east coasters only count one side of the rack. Naturally, you count that side with more points.
West coast count both sides.

Sometimes it's regional, and you only count one side.
Otherwise, I think it's anything longer than 1 1/2 inches.
Personally, I'm more interested in the weight and how much meat I get. I'm not going to hang a dusty head on the wall anyway.

Points must be 1.5 inches long. There is a system at the Boone & Crockett website for getting a rough estimate score of your rack.

If you can hang a ring from a tip ( no matter the length ) of a tine it is considered a point.
