It will never be covered.
Basically because the boat is floating on water.
Unless there is extra weight on the boat or, the boat is actually landed ashore, the rungs should not even be covered by the surface of the water at all.

Hypothetically speaking the boat will float, however if it for some weird reason didnt, than it would take 5 hours to completly cover three rungs.
The first rung is on the surface and not covered, so the first hour is that.
Do the math, five hours to completely submerge three.

The boat nor rope would not move downward but float as they are now.
your rope would not become covered wiht water regardles of how fast the tide rises. It satays the same wiht the bottom rung on top of the surface:):)

If the tide goes up, and the boat is floating, then would the rope not be at the same distance from the water at all times? In other words, it would never reach it.
