You can use Microsoft Power Point to make a flyer. You have to understand Microsoft Power Point, how to add image, how to add text, how to add Word Art, and so on. It is impossible to tell you step by step here.
Or You can use Microsoft Publisher. It has several templates to let you choose from.

You can do it in Publisher, but if you're going to email it to others you'll probably have big compatibility issues. Publisher is not tolerant that way. If you're not going to email it (just print it out), then use Publisher and it'll walk you right through the whole thing. Otherwise...
Your best bet is to use Microsoft Word. The more recent versions are pretty powerful with using the clip art gallery and you can format the pictures to be in color, B&W, grayscale, and whether or not they'll be behind the text or if the text should wrap around it. Just go goof around with it and you'll see.

Use Word. You center the text, select a font, insert pics....bingo.
(Publisher does not come with Office..... The only programs with Office are Word, Excel, Powerpoint, Access and Outlook)

If you go into word Project Gallery there are templates for brochures, I assume you mean the tri-fold variety. Look around there are other useful ones you might find as well.
