These dialogues in the movie and two cops are in the police car looking for a criminal.
while cop2 is looking at a brochure of a beach.

cop1 :I don't see how being out in the open is effective surveillance.
cop2 :I don't know. What do you think?
cop1 :A beach is beach
cop2 :Not mine. My beach is somewhere in Rio.

I don't understand whole conversation, especially why cop1 says
"I don't see how being out in the open is effective surveillance"
"A beach is beach"

Cop #1 doesn't understand why he was most likely ordered to do a surveillance out in the open, so he complains to his partner. Cop #2 isn't paying attention to the assignment because he has a vacation on his mind, so his answer is "I don't know." Then he asks the first guy what he thinks about the brochure. The cop doesn't care about the guy's vacation, so he says "a beach is a beach." The second guy takes offense and basically says that his beach in Rio isn't some average spot.

Not the best dialog I've ever heard...

"I don't see how being out in the open is effective surveillance" means that people will not do any crime if they know a cop is nearby. Common sense. I live in a city and when I used to hang out a lot when I was hanging on blocks, people would yell "5 0" whenever a cop aka jake is spotted. Eveyone stays on point so no one gets arrested. But getting caught warning a cop is coming is obstruction of justice and you can get arrested for that.
The rest of the conversation was just two cops sleeping on the job as usual. Cop 2 did not really care about what cop 1 said because he probably had more street smarts. Common sense.

#1 is paying attention - looking for something or someone. #2 is goofing off looking at a travel brochure. When #1 says "a beach is a beach" #2 doesn't care what he said - he's thinking of taking a vacation to Rio.
The part about effective surveillance is just a play on words. It's "open" surveillance. They want the "bad guys" to see them so they (bad guys) don't do anything bad.

being out in the open... means that to watch out after people is not good catch. I think it means they should hide and catch

"A beach is a beach.." I think they meant "A b itch is a b itch"

They are talking about their wifes/women or busting out hookers.
