I made my two daughters (not twins) zebras last year. I bought white jogging suits at walmart and black fabric paint, painted in the stripes, this will take a couple of days, and them I took black and white yarn and tied on tails. I also used black knit hats and sewed on manes out of the black and white yarn. I probably had two weeks into all the prep and making, but they looked really cute, email me and I can send ya pics. For their first halloween we dressed our twin girls as an angel and a devil. The mother's on our street still talk about that halloween and that was 4 years ago! Everyone thought they looked very, very cute.
You can get the patterns at walmart for a couple of bucks each when it's closer to halloween. the fabric shouldn't cost more than $20.-$30. This, of course, assumes that you can sew. If you can't...ask if anyone at your work wouldn't mind doing the chores for some kind of barter trade.

Well, it isn't original, but Target has kitty ears/tails and doggy ears/tails at their dollar section. Dress them in a neutral color and add the ears and tail. Use an eyeliner pencil to draw on whiskers and a nose.
Gypsy - dress them in bigger clothes from a thrift store and a lot of costume jewelery and a scarf around their heads.

Have them wear footed (or cut the feet off of old ones) pjs (you can even paint bright polka dots on any old ones they might have), buy those rainbow color wigs for a few dollars at the most, give them red noses, etc. They can be little clowns within a few minutes!

Go to the nearest DOLLAR STORE like Family Dollar... sometimes they do have CHEAP stuff and you can get ideas from there... Just grab makeup and draw it up on their faces... you can always put their hair in pigtails like PIPPY longstalking and have them wear her type of outfit? its kinda easy... if you have older girls you may have older clothes just hanging around you can peice together to make a outfit? ... just dot freckles here n there and maybe you already have makeup you can use...
or just use the SHEET trick lol.. good ol' ghost... umm... hmm.. I'll put you on my watch list and EMAIL you if I come up with anything else :) GOOD LUCK!
** HEY I found a magazine at work (on down time) hehe... and was like dang, maybe this would help... I saw that they used umm.. what's the word... lol..TIN FOIL To be an ALIEN type...
and on one of the kids they wrapped a BOX in tinfoil and that was like the stomach area where the kid would put the box on and wear it was like a shirt... on the box was like stickers and whatnots... to make an OUTER SPACE lOOK... then I believe they had like the umm... pipe cleaners as "EARS" and used styrofoam balls for the tips of the ears... it was really cute... and u know the plastic air ducts? they use on the dryers to vent the air outside... they used that and covered their arms with it... it was really NEAT! The other child just had the tin foil pinned to thier shirt and pants here N there and itw as a neat idea as well..

Depending on their size, get small boxes holes for the head and arms, cut out the bottom, (so the box is resting on their shoulders) paint them white with black dots and make them a set of dice.

How about Night and Day? Put one in leotard or dress that is dark blue and sew or pin a sickle moon and stars on her, maybe with a little night cap. Put the other one in a baby blue leotard or dress and pin or sew clowds and a sun on her, and put sunglasses on her.

I had twins in my daycare and they were a lady bug and a bumble bee--use large pieces of felt and make something like a poncho--add black circles felt for lady bug and black stripes for bumble bee. but two head bands to make the antennas--you get the idea----have fun
