Be strict with her. I hate to say it, but discipline is necessary here. Don't be afraid to be firm, otherwise she will never respect your authority.

It's that way in alot of homes. mom's are the ones kids listen to the least.
When dad's home, practice disciplining together. By together, I mean YOU tell your daugher yes and no and give the rules and have dad enforce them and back you up each time verbally. You should start by saying, "your dad and I dont' want you to (watch TV this late, or eat that candy now, etc) " This will have to go on for a long time before your daughter sees that it applies to when he's not around.
Don't keep using Dad as a "threat". Don't say, "when Dad gets home, or I'm gonna tell him, or he'll be here any minute" It makes him look bad. Show your daughter that you and he both agree on everything (even when you don't) and NEVER disagree on a decision for your child in FRONT of her. Never allow him to dismiss a rule you gave her already or tell her she can do something that you already said she couldnt', it will allow her to see instantly that he's the only boss and rule maker. If you disagree on something, work it out away from her and then show a united front when she's around.

Your husband should talk to your daughter, saying that if she would not listen to you as her mother, she will get punishment from him.

It sounds like she is defying you, because she is in competition with you. Its perfectally normal, you just need to stand your ground no matter what. She will appreciate that one day.
