I don't want to say he was the absolute worst, but which ever Pius ruled during the Holocaust of WWII and neglected to speak out against it. To me, that is the antithesis of what a Pope stands for.

Quite a few, but Pope Pius has my vote.
He got a concordat through with Hitler, then he wrote all Catholics to fight in the World War.
In other words he was for Catholic killing Catholics.

There were a few bad ones but I'd have to look up their names. One I remember reading about was so bad that after he died his body was dug up put on trial and found guilty. They cut his body into pieces and throw them into a river, must have been a bad dude.
