It depends on how you learn a language best. I found out from personal experiance that the Pimsleur method works (but it's a little on the pricey side). I would suggest get a basic vocabulary of about 100-200 words, then start listening to Latin music or watch the spanish channel. Once you feel you have a good basic grasp of the language, take a simple childs book in english, but read it out loud in Spanish. I also suggest that you learn just what you need to know. Think of all the English words you know but don't use on a daily basis. If you have spanish speaking friends, try practicing with them. You can also practice by watching English television and try translating that in Spanish. If you work hard enough, you can learn what you need to know in about a year, but it usually takes anywhere between two and five years for the average person to learn Spanish. You should also use the vocabulary you know by speaking in broken spanish. For example, if you didn't know how to ask someone's name, you could say: que es tu nombre, which literally means what is your name. By doing that, a spanish speaker will probably correct you so you will learn grammar better and they would probably tell you the right way so you may learn a little vocabulary. Don't be afraid to practice and expect to make mistakes.

to move to mexico, spain or any other latinamerican country would be a good idea, but also u can find somebody to practice in your country or friends to chat or to write in internet.
Find a good spanish grammar book, better if u find it with a cd to hear the pronunciation, find songs sung in spanish, download the lyrics and it will sound silly but try to sing them at the same time u listen to... this will help you alot!! with the listening and the speaking... I would have recommended you to watch movies with close caption but in spanish there aren´t very good things, but if you find some, that would be very good too.
Of course a good school to learn is also a good idea, in one year you will be ready to say and understand whatever ;)

Watch Spanish TV channels. Really, it's excellent exposure to the language. My Spanish professor actually recommended watching the Spanish news broadcasts because it discusses events that we are already familiar with.

what do you mean with quickly? 1 week, 1 month, 1 year ? what do you mean with learn? basic level, advance etc
there is not quick way to master a language. the time spend learning is proporcional to the time it will take you to master it. learn grammar and memorize words is not going to help you to roll your r's . ;)
