No accidents were caused by snow. Many were caused by drivers not adapting to the road conditions the were created by the snow, but the snow did not cause the accident.

I agree with both answers above.

The snow doesn't cause any accidents. It is the people who drive in the snow who cause accidents. They don't think to drive slower, leave a greater distance, and prepare for icy surfaces.

The weather doesn't cause any accidents, however the weather can create conditions in which accidents can happen.
