is playing LOUD rap music ,,,thru my walls it sounds like sensoround movies back in the seventies. Im bringing up this subject again cause it `s everywhere ,so my point is if all these inconsiderate bastards keep playing music at the WRONG times in family settings everywhere , I`m gonna keep taking up space of bugging people like this about this issue.

If you share a wall then it sounds like you have the same landlord.
Complain to your landlord.
Your rental agreement specifies that you agree to not bother the neighbors -- your neighbor signed something similar.
It is your landlord's duty to see that your rental is habitable.
If you cannot enjoy living there -- if you have to go to a motel to get some rest -- then your landlord is liable for your out-of-pocket expense and your pain & suffering. (Maybe not legally but it's worth running this line by the landlord to show him that you mean business.)
Ask you landlord for his home number so that you can call him when those creeps make their racket. Tell him that they do it all night long -- he won't give you him number (he doesn't want to be disturbed) but it makes a point: he is making you put up with what he wouldn't put up with.
In some cities, the police charge landlords a hefty fine when they have to respond again and again to noise complaints re the same noisy tenants, That's another motivation for the landlord to get serious.
That line about the "have to turn it down after 10 pm" is misinterpreted to mean that people are allowed to make as much noise as they want until 10 pm. No way! You have the right to the peaceful enjoyment of your domicile.
Insist on it.
Remember -- if you tolerate it (noise) then you deserve it.
Stand up for yourself. You are in the right! Be strong! Insist on quiet.

Have you said something to your neighbor? Try that if you haven't. If he don't stop. When you know his home and he is being quit take a broom and knock on the wall or ceiling depending where his located above you or on top of you. When he comes down to complain tell him your cleaning the wall ect.... and it's your only chance to do it. Keep that up for a couple of hours he may get the hint. There should be a noise ordinance where you live check in to it. Good luck

There are usually noise ordinances in place. Just call the police and file a complaint and ask if the violator can be fined. If not, you can keep calling the cops and then take the incident reports to the judge and request a warrant for repeated violations.

Most communities have laws that cover excess noise after a certain hour - usually 10 p.m. If it's a decent apt complex, complain to them. If that doesn't work, call the police. If it keeps up, call 'em again. After a few times, the cops will get pissed and and make their point very clear to the asshole.

Yes, it irritates me especially when they do it during the weekend and when that is the only time i can wake up late. My next door neighbour just love to pound on the wall as early as 7am and gosh..it kills me slowly.
Ive reported this to the condo's management and yet this neighbour of mine have this "my-house-my-right" thingy in his mind. So, what i did next is to wake up as early as he is and sometimes earlier, and play some loud musics and do my aerobics. Yup, a good way to start a day...LOL

I feel your pain. I have a neighbor who is laboring under the delusion that he is a good drummer. He's gotten better about playing at all hours of the night since we called the cops out.

I hate it also. I had a neighbor who would play loud rap all night long. Until his kicker box was mysteriously stolen.....

i hate that too but no worse than my neighbors playing reageton music untill 4 AM! on thanksgiving night
