Should tell her how you feel. If you're too shy, what i did last time is that i call my secret admire. Sometime i wrote letter and e-mail. But i can say, talk to her in person sure has the edge and more advantage.
Love is a lasting forever thing. So take your time. and no rush. Girls look at 2 things, handsome and good personality. You know what handsome is. Good personality is the way u act and speak and how u behave yourself, also how u conduct yourself. They often look for good qualities. This is quite a tough area to improve. In other words, if they like u, means they really like u. If not, then, don't be sad and give up like others do, maybe there's still a chance u can improve.

Call her, and tell her you heard about her break up with the bf. Tell her that you know how tough breaking up can be, and you want her to know that if she needs someone to talk to you will always be there for her as a friend. During that conversation, you will be able to judge from the way she talks to you if she is interested in picking up with you again, either on a friends or more than friends level.

just ring her and drop something like 'oh hey haven't heard from you in a while and i miss your friendship so do you wanna go bowling tonight?'
that will tell her that you value her as a friend but still it isn't a real date. if she asks is she can bring a friend don't be offended! if she wants to know if its 'just us' then say 'oh i don't mind if you bring a friend along but im cool if you don't want to either'
if shes busy then invite her around another time. be direct but yet not too direct in case she still thinks your a jerk and earn back her trust!

since u guys broke up so short ago, try calling her and become the hanging out type friends and later once you guys are close try asking her out again cuz girls arent the hugest fans of out of the blue stuff so i strongly suggest that u wait and hang out and when you do ask her say somthing like i really like you and i was wondering if we colud pick up where we left off....GOOD LUCK!
