Ask him what his interests are and let him tell you about it...do research..ask him out to events connected to that interest or engage him in conversations about that interest.

Like, for a girl its so easy to start talking with a guy! Just say hi and try making some comment to start a conversation. In general, my opinion, is that guys feel the pressure to talk to the girl and hold their interest(regardless of who started the conversation).
But of course, sometimes guys are shy and are intimidated by a confident girl. So try to come off as very down to earth and casual but friendly.(nonthreatening)

try to learn from his closest friend on what are his interest or
hobbies then start with this things that will start the conversation.
