Here is my idea for an ideal state:

- Based on the idea of a City State.
- People must obtain a license to have children (not to have recreational sex, just to reproduce).
- To become a citizen one must have an IQ higher than 130. This will enable them to vote for Senators and for Public Officials.
- City is ruled by a Senate of 200 members, 10 of whom are voted for public office, 2 of these members become 'Consuls', i.e. the leaders of the State, the other 8 make up their 'Cabinet'.
- To run for the Senate one must have an IQ greater than 140.
- To run for Public Office one must already be a Senator and have an IQ greater than 150.
- Chief Executive of the State is a 'President', who does not have to be a member of the Senate but must have an IQ greater than 160 and hold sufficient qualifications in higher education.
- Although the Senate is a legislatively body, simple 'Citizens' can put forward matters concerning non-financial legislation through a 'Popular Assembly'.

Smart is NOT necessarly equal to GOOD or HONEST. More important qualities in a leader.

I've known a few people with high IQs who were antisocial, paranoid and mean spirited. I’ll bet you know at least one.
