Well if you were bought up to think masterbation is dirty then you are going to feel guilty every time you do it. If you think masturbation is healthy and a normal part of life, then you shouldnt experience any negative side effects. Masturbation is normal in most women and mens lives, even when they are in a relationship. Just dont stress, it is normal, just enjoy the sensation.

Masturbation is supposed to relieve stress by releasing excess energy. So scientifically, it should make you more relaxed and give you a clearer head. Don't get obsessed with it, though, because then it does exactly the opposite.

It all depends on you. If you just accept is something normal, there are no mental effects. But if you go and believe it is a sin, perverted, etc. then who knows. Just don't give it too much importance, and do not care what others think of it.

The risk of it is that it can lead one to sicker and sicker sexual fantasies. Basically what I'm saying is if the only fantasy you have while doing that is of marital coitus, missionary position, lights out, then you are fine and there is no problem. But when you start having perverse fantasies while you're doing it, and they get more and more twisted, then something needs to change.

Good - Release of stress and sexual tension. Mutual masterbation can also be used to add variation to your sex life. It can also slow down your sexual response and can be used treatment for premature ejaculation.
Bad - Can become compulsive, leading to behaviors which put you at risk (such as masterbating at work) or reduce your sexual response to the point where climax is difficult or impossible during normal sex.

I would say no mental affects, except for a brief time of relaxation.
Yes it will temporarly get your mind off sex, or this pretty classmate, or even your girlfriend. Mentally, nothing wrong with it unless you become so oversexed that you cannot stop.
