Go to http://www.freecycle.org
Check for a local organization in your area, register (for free) and post a "WANTED" notice for a pug. Chances are pretty good that you'll get a response.
Freecycle is an organization that exists to help people get rid of things they no longer want or need without paying someone to take them, and lets people ask for things they want or need without paying for them. The only costs involved are whatever you have to spend to get to where the person (who is giving you the thing you requested) posts as the pick-up site.

Try www.petfinder.com - many shelters use the site to match pets with loving families. Also, do an Internet search on "pug rescue" and look up the ones in your area. Some rescue groups will even offer to drive partway to meet you if you qualify for one of their foster dogs. Good luck, and thank you for considering a rescue, and not buying from a pet store! I wish there was no such thing as pet stores, then there would be fewer homeless pets!

you can also try www.petfinder.com and look for pugs that are in the shelter systems and under the classified section for people that have to rehome theirs
