I dont know where it came from, but I believe it means this.... That if you have the power to change anything in the world whenever you want you can make things better or worse, but just because you can make it happen does not mean that you should, because sometimes when we try to fix things we end up hurting the situation, meaning that we are blind to the pain we could cause by trying to take away the pain. I hope I wrote it so you can understand it a little better. It is a very wise saying.

Sounds like when Gandalf was talking to Treebeard about Saruman's refusal to help in the war against Sauron from Lord of the Rings, I think in the second book near the end, if not in the third at the very start.

If you make something happen, and you only focus on making it happen, you don't know if it should have happened or not. Example: If you buy someone a car, because you think they need it, and research car types, shop for color, deal with how much it will cost, and only focus on the car, you'll never know if the person you bought the car for actually deserved it or not.
