I'm Thai. Mr. Thaksin is no longer the country PM any more. The coup leader, Gen Sonthi is taking the position. Mr. Thaksin cans come home any time he want to do so. Beleived, next general election, he will be voted to become the PM again. It is his planing to have the coup. Wait for next 8 months. Good luck.

from what i gather he is no longer the prime minister of thailand
but the military is allowed him to come back as a private citizen.

He was claiming he still was, but the king pretty much made it clear that he supports the coup.
