Lol, you really don't understand this whole internet thing do you? Your ping is a measure of the amount of time it takes for a signal to travel from your machine to the game server and back again. This can be affected by things like the speed of your internet connection and, commonly, the location of the server. By that I mean that if you connect to a server in the same country as you your ping will be lower than if you connect to one half way around the world, simply because the information has further to travel to furether away server. So, no one can 'change the ping value' because that value is entirely to do with your internet connection and the location of the server you're trying to play on.
