Absolutely - probably a far better idea then waiting for him to ask you... he would probably love to go with you, but guys can be kind of well.. lazy and may wait until the day before or day of to mention something, and here you have waited and wondered for weeks.. just go for it, you have nothing to loose =)
PLUS he will be so happy that you have taken the pressure off him, you will have made his day.

Yes it is just fine to ask a guy to a homecoming dance :) Besides, this day and time it is even ok for the girl to ask the guy to marry her ! So ask away and enjoy the dance............
