On my computer I have two users defined. Both have Admin rights. My question is if I run defrag while logged in under one of the user IDs will it defrag personal files of the the other user IDs? Same thing if I ruin Ad-Aware, Spybot, Clean Disk or any other clean program does it clean both users files?

Defrags will defrag the entire hard drive usually, so it doesn't need the users right to access their files, both of the mentioned antispyware programs will also check all users, however they will not empty out the temp files of another user, but they will clean the files of any harmful files.. Meaning that if you want to clean out the temp files for every user on your computer you would need to log into each user and do so under each user name. But you don't need to log into each user to scan each user, I do recommend that you run scans under safe mode, just so that nothing in the background will attempt to block the scans.

Yes. defraggers and anti spyware scanners work at the disk level, not the user level.
