The first hen to cackle laid the egg. Keep your mouth shut, unless you want everyone to know who did it. Besides, polite people ignore things like that, even in an elevator where they are dying from the fumes.

Since you asked in etiquette, you get the etiquette answer.
You should do nothing. One is assumed not to be in control of flatulence. Anyone doing or saying anything to call attention to it, including the "culprit," is rude. Everyone is supposed to politely pretend that nothing happened.
This is different from a burp, which one is assumed to be in control of, and requires an "excuse me."

Keep ya mouth shut, lol. If the ppl in the elevator r mature, they will ignore the fart. . . or just hold their breath. If you say exuse me, it almost sounds like u r trying to be funny by saying it.
