you should only use the leaves, grab the stem and stip it of the leaves, the stem is to tough and doesn't hold the flavor the leaves do.

Use just the leaves unless you are going to roast or braise with them with them, or use them in a sauce, then they are easier to pick out and you can add a few leaves later if extra flavor is needed. To get the leaves off of the stem, hold it by the top of the stem with your left hand and with the thumb and index finger of your right hand pinch the stem just enough to cause friction. Pull towards the bottom of the stem. This will pull the leaves off of the thyme branch. It is the quickest and easiest process. BTW - your fingers will turn dark green/black from this. Fun (not!) If you are cooking at a low temp for a long time, then you can leave the thyme whole, the leaves will fall off, and all you have to do is pick out the stems. If you're cooking a saute', or a quick sauce, then stem the thyme and give it a quick chop. These are good guidelines for any recipe.

Strip the leaves from the stem unless you are going to remove the rosemary before serving. Rosemary is very tough, so it is better to snip fresh leaves into smaller pieces or crumble dried leaves.

Break off the leaves and throw that stem away. Use only the leaves. The stem is just naaaaaasty.

When I make my famous rosemary chicken I use the leaves on top, cause everyone will see them, then I shove the stems up the chicken, and I remove them before serving.

Use the leaves. Just strip them off the stem. It's also nice if you crush the leaves a bit.

Both. If you want to use the leaves only, slide the little twigs between your fingers to remove them from the stem. Or, just place the whole thing into whatever you are cooking and remove it or rearrange it as garnish when you serve.
