Whinning and crying in some dogs will trigger preditory behaviors in other dogs. This stems from wild ancestors who would find that a member of the pack that was hurt and crying would attract other predators that would risk the safety of the pack. Therefore they would either run the hurt member off, leave them behind or kill them. Your dog should only socalize with gentle, calm, nonaggressive dogs. When your dog is whinning and crying ignore the behavior. Do not draw attention to it or it will reinforce the behavior.

Dogs are pack animals, and your dog is exhibiting bottom of the pack behavior, i.e., extreme submission. When a higher ranked dog thinks that a lower ranked packmate is getting above himself, the underdog is going to be put back in his place quickly.
That sounds like what may be happening here.

Dogs have personalities just like humans. (thats why they fight)
They also have the same emotional set that humans have, with happiness, saddness even depression.
Don't let other dogs pick on yours, he will become depressed, and can really impact his life.
Remeber your dog sees you as another dog, and thinks of you like a big brother, so be sure and protect it from other dogs.
If a dog starts picking on yours, just kick the crap out of it.

It depends..some dogs who have not been around other dogs or taken away from mum too early, do not have the right 'signals' for other dogs, so can confuse them, which can cause them to attack...it may smell ill...this is also a cause for attack....Poor pooch......it probably cries cos its been attacked!
