Could it be a pressure spot caused by rubbing against the carpet or floor when she lies down? My dog has an area like that, too, and the vet says that's what it is.
The only real way to find out, though, is to take her to the vet to have it checked out.

It could be many things. But If I were you I would keep an I on and see if it gets bigger and if causes your dog to act in a different way I would contact the vet right away.

I'm not sure by your description but if this sort of blister is on her naval it is probably an umbilical hernia. It doesn't cause any problems and will usually go away as she grows.
