I know others will say the same... clean your litter box EVERY day! People and cats are living in completely different worlds in terms of the sense of smell. The cat's sense of smell is many times more powerful than a humans (and a dog's is more powerful still). Are you surprised now that the litter box you think is "tolerable" is offencive to your cat? In addition to their noses, cats use a body part called the vomeronasal organ, at the front of the roof of the mouth, to help them process smells... if it's not clean he will soil outside the box. Be careful, next time it might be your shoes or bed, just to get you to notice that he can't stand his box.

Make sure you keep the litter box very clean. Clean it out every day. Some cats won't use a litter box if it has too much waste in it or smells bad. To eliminate oders, try Arm and Hammer Super Scoop...it's great.
Since he's a kitten (depending on how long you've had him), he may still be learning.
But if he's been litter box trained for quite some time, then you might also want to talk to your vet as well. When cats get a UTI (Urinary Tract Infection), they'll urinate outside of the litter box.
Good luck.

first use nature's miracle where he peed. it will get rid of the smell so he will possibly stop going there. once its marked they will use that area. if there were other animals there previously he may be smelling where they went. the natures miracle will help with that as well.
clean his box daily, if your not into that and want to pay a little cash we use a litter maid, the self cleaning box. does wonders to reduce the smell. youd never know we had a cat more or less multiple cats. also use a good litter, if its not clumping properly etc he may just not like using the box when its dirty.
the bag it self may have had its own odd smell and that may have been the only cause but regardless try the natures miracle. its a white bottle with red letters. you can buy it at almost all pet stores.

For some reason often if cats do pee outside of the litter box its on plastic bags ect. Just make sure not to leave any laying around.

I know I have to clean my litter box 2 times a days for my cats because one of them makes a fuss when it is dirty, she just looks at the litter box and then looks at me, that is when I know I had best check to make sure it is clean, cats are funny animals, but I would not trade them in for the world.

Some cats are more picky about their box. Keep it very clean and your little baby will go where he is suppose to. Also, if he is not neutered, he may be marking his territory. Hope this helps.
