There are only 2 of us in our location. His job is to schedule order installs, deal with customer complaints, help sell items, and order shipment trucks. Since July he has been unable to get any of this done on time and tries to get me to help him do his job, and still manages to get truck orders in 1-2 weeks late. I handle all warranty, most of the sales, all literature mailing, all the secretary duties as well as most of the basic store cleaning, organizing and pricing duties. He is salary. Im hourly.
Lately he's been leaving early almost daily, at a point when what few calls hes made to schedule should be returning those calls to confirm. This has been going on since July. I thought once he had a week vacation in August it would get better. Its gotten worse. I have been recording the times he leaves early, takes multiple hour lunches, does family stuff on the clock etc. I feel like I should say something to the people above us but its going to be obvious it was me. What should I do

I thank you should say something to him. You both work very close together and I'm sure you talk. Be honest and don't mince words. Tell him it's unfair and you cant put up with it anymore. It takes both of your doing your jobs to make it easier on each other. If he care about you as a co-worker he'll stop if not then report him.

I think you should set up a few app. over the next week and have them over lap the time that he is going so that he is forced to stay. A lunch date before his lunch hr. good friend came into town, a dentist app., yearly app. After that see what his response is. Or you might ask upper management when you can get Salary to, so that you can leave early and not work as much and still get paid. They may seem confused and just express that you thought that was understood policy, if they say no then you say well it must be that way in my office, and just leave it at that.

It all depends on what the end results you are after.
If you feel that you are being taken advantage of and are tired of it then you can make a call and report him. If they do nothing (or he is related to some big shot) you will have hell to pay.
If you report him and they fire him (depends on his statements) then you will be w/some other co-worker (salary) and it may be a great deal better.
You could just walk up and say you are not going to cover for him and if he can't or won't get his part of the work done then he will have to explain it to the big shots.

1) Refuse to help. If pressed as to why, explain that you don't feel that you should be helping him when he's not putting in the hours you think he should be putting in.

2) Is it your place to pay any attention to his work habits? I'm not asking to be a smartass, but genuinely want to know. Will you be held responsible for his slacking? Does he answer to you? Will a superior want to know why you haven't reported the situation?

3) There is no number 3.
