since cleanliness isn't a factor look at other sources... is her laundry detergent causing it? how about her diet? is it worse around her period, then it could be hormones. how about the soap she's using in the shower?
there may be other things irritating the skin on her back that won't necessarily leave bumps on her arms, legs, etc. because the skin on a woman's neck and upper back in thinner and usually exposed to the elements more like the skin on her face. it's no like the skin on her arms, legs, tummy, etc.

Depending on her age she may be suffering from poly cystic ovaries this is were the ovaries have cysts all over them on them and produces to much testosterone, other symptoms are excessive body hair and weight gain.
I had this problem and was only diagnosed because i had no period for a few months and went for a scan to see if i was pregnant the sonographer picked it up straight away i had no treatment for it but there are treatments available for it, also an inportant factor it may affect her fertility if she does have this condition so she really needs to get it checked out good luck

sounds like tinea versicola (if it is just light spots in the skins pigmentation), it is a fungal infection of the skin similar to, athelets foot, ring worm or jock itch. You can get some athelets foot cream and rub it on the affected area. The only thing is the spots don't go right away, they will take some time to fade, try haing her go to the tanning spa to help

Really depends on what the spots are. Anything from freckles to a lot of other stuff. Consult a dermatologist I think or find out just what they are and treat as such.

go to the doctors and explain the problem it maybe to do with hot blood skin complaint one thing for sure if she doesn't get professional help it may turn septic so make an appointment straight away in case it is something ok do that go with her for support yes

sounds like acne get her to go to her GP for treatment if she is really suffering.
