First, ascertain that "kleptomania" is the actual problem. Have you gone to a child psychologist for that diagnosis, or is it your own?
Children don't really always understand why taking some things can be bad, while taking others can be good. Why can you take a mint out of a bucket at a restaurant, but not a penny out of a jar at a shop?
Talk to them about the differences. If they do continue to take things, make them return them. You are teaching them by doing so.

My friend's son got caught by the police and asked the police to give him a really tough time and they did. They put him in a police cell (but did not lock it, I think it was against the law as he was so young) and gave him a rollicking and made out he was in big trouble and was going to be locked up, but he wasn't, the shock made him behave himself though, and now he is a lovely lad.

when my daughter was 6, we came out of a store and got into the car . I noticed that she got something out of her pocket. I said "what is that?" She got that ' Oh, I'm caught' look on her face. I said "Where did you get that?" her reply " in the store" me.." did you pay for it?" her.." no" . me.. " so you stole it?" her..." yes.." now she has head down and crying. I said " you have to go back in the store, tell them you stole this and say you are sorry" and so we did. My daughter said she never forgot that and never did steal again.

Seriously, start stealing all their stuff and see how they like it. The Golden Rule really, Do unto others as you would have them do unto you. Or a good spanking, one or the other.

Public humiliation - make them go back to where they stole from and make them apologise. Also make them a t-shirt with the phrase "I am a thieving little b*stard!" on it.

if home punishment does not work, get the police involved. It is never to early to scare kids straight.

smack their little hands. "steal" something from them, and NEVER give it back. as a matter of fact, sell it, and keep the money for it, and let them know you did this.
