Best and cheapest seldom go hand in hand. It depends on what you are going to use the camera for. If you just want snap shots then go for what is called a point and shoot which are far less expensive than a dslr (digital single lens reflex)
You won't have the ability to change lens, or over ride most of the settings, and may even be stuck with certain focal lengths, but you can take some awesome pictures with a 5 mega pixel point and shoot. (even a 4.5 is ok, but I would not go any lower than that if you want to print any pictures.)

I would also stay away from any camera that does not have a removable storage as you are then very limited in how many pictures you can take before you have to go home or find a computer to download them to. (with removable storage you can get spare or extra storage media and keep shooting by changing the cf, xd, sd or whatever type card.

As far as the dslr cameras go, one of the best deals for a good camera is the Olympus evolt series (they have an e300 and and e500 the 300 is usually considerably less in price and has almost all the features of the 500.) On ebay you can find these cameras all the time and with some patience and a sniping service, you can usually get a really good deal.

Nikon, Canon, Sony, Samsung...all good,reliable brands. Get at least 4 megapixels.....unless you are a pro you really do not need more than 4. I get great 8x10's from my 4 year-old sony cybershot. Watch for sales at Best Buy...and in Photography mags.
