Assuming a second date means that this is the second time you have ever spent any time with each other...

Either he's saying it to get you into bed, in which case he is a creep,
Or he's a bit emotionally strange, and you need to be a bit wary.

On the other hand, if you are friends or collegues who have just started dating, then he could have been in love with you for years!

I have had this happen many times in my life. As I have grown older, it has really bothered me to hear someone say that to me. In the last situation I was in, the guy said he loved me within a day. I told him that there is no way possible, because he did not truly know me. I don't think it is possible to love someone after knowing them for 1 day or even 6 months. I think you can have a strong "like", but a short amount of time does not give time to truly know someone. For example, their likes, dislikes, habits (good or bad), opinions on different things etc...

well if i didnt love him i wouldnt say it back. i would say how can you be so sure on the second date. and see what his response is. but you are not obligated to say it back. dont be phony. and also dont let that be his "act" to get you in bed!

it depends on how long I knew him beforehand. like me and my guy friends say "i love u" all the time, so if we started dating it wouldn't be that weird. but if i just met the guy.... THAT could be weird. Unless it was really casual, like you gave him a ride home and he's like " i love you, your a life saver" or something.
if its all intense though, thats creepy.
