It refer to the look not the length. In the skinhead culture you will see all different lenghts of buzzed and shaved heads. There isn't one set length for them.

As far as I know, haircuts come in five grades, ranging from Grade 0, bald or skinhead, to Grade 4, with hair left about two centimetres long.

well theres alot of ways to define skinhead. it is not just simply defined by the lenthh of your hair, but its a culture, a personality, a social movement as well. many modern day skin heads are involved in the ARA, which stands for Anti-Racist Action. many are involved in politics and activities of that nature. skinhads arnt all 'thuggish' as the O.P. stated. theres alot to this subculture and just be cutting your hair to the skin (or even just a buzz cut) dosnt make you a skinhead.

Im not sure if there is a formal classification of a skinhead's hair length. I would say you could see the skin on their scalp. As for the perception of thuggishness; this has no bearring on the length of hair.

It is not shaved but more like a "brillo" pad..If you are a "skinHead"
don't forget the army boots. I hope you are from the northern states as you will be in deep s.... if you come south, and that covers the whole south. Not a racist, but we have our own battles.

grade1 is just the clippers extended, if u take them down with the adjuster on the side then i becomes half. This is the lowest.
u then use a bic razor, to me thats a skinhead. (no hair).
However if u mean the term skinhead, as a cult following, its not just the hair, its the clothes and the music u prefer.
