Old Navy had some very cute halloween costumes. They are also reasonably priced at $19.50. I got my son a turtle costume from there last year. He was 11 months at Halloween last year.

try party city, or baby r' us or even a Kmart.... i had a child weighing about 4 lbs and was hard finding costumes but i found some at baby r' us... they arn't too expensive either.
