Can God use parrots for the purposes of affecting man's warfare?
Yes! Here's how:

Hi Josh,
While I can see how you might think the jungle parrots were interpreting what they heard and using it for their own or someone Else's reason, there is a core truth to what is going on here.
Parrots have a natural ability to repeat what they hear. But unless you use certain techniques in order to teach them the meaning of what they are repeating, they are simply making noise.
There is a method to teach parrots how to understand what we say. Dr. Irene Pepperburg created the "Model-Rival" technique in order to train parrots to understand what it is that they are saying. The model-rival technique is extremely effective and has been adapted to assist teachers in teaching autistic children.
However, it takes massive amounts of time to teach this to parrots.
I doubt very much that the Servicemen involved in your story had the time or the training in order to teach those parrots to say what they did to understand what they were saying.
It is an absolutely charming story and I thank you for sharing it.
